How does the chain work in Yugioh?

Can you chain to a quick effect?
It is the only type of monster effect that can be activated in Summon negation window, and the only one that can be chained to another activation (excluding SEGOC). As such, monsters effects that negate the activation or Summon are all Quick Effects.
What is resolution Yugioh?
Resolution is when you carry out the effects of a card. When you chain multiple Spell/Trap Cards together, their activation (intent to use the card) is declared, one after the other. These cards can only resolve once both players stop Chaining (activating) more Spell/Trap Cards.

Can you quick effect a Kaiju?
The effect “You can only control 1 “Kaiju” monster.” is not an Ignition, Trigger, Quick or Continuous Effect.
Is Tributing considered targeting?
If you choose a monster to be tributed via an effect/summoning condition like Kaijus, is that the same as targeting them? Nope. Tributing for cost (as you did) isn’t even counted as a card effect, so even if the Monarch were completely unaffected by card effects, you could still tribute it to summon a Kaiju.
