Why is Odahviing not talking?
The way to get him out of there is to just start the first Companions quest. Make sure he is no longer sitting in his chair in the corner of Jorvaskr, and then you should be able to continue when he is in the room with Odahviing. If this doesn’t apply to you I’m gonna do some more research!

Start “The Fallen” quest. Right after completing the “Season Unending” quest (and receiving the “Words of Power” shout from Esbern), head back to Whiterun, enter Dragonsreach (the main keep of the city), and talk to Jarl Balgruuf the Greater to help set up a trap for Odahviing.
What loot is in Sovngarde?

Why can’t I get Odahviing to speak to me?
Anyone who has trouble getting Odahviing to speak to you after you have trapped him, it’s because the Jarl isn’t present. You did the Stormcloak quests and the new Jarl won’t show up because he sits in the Companion’s guild 24/7.
