A Clinical Psychologist usually has a doctorate in philosophy PhD, or psychology itself, PsyD, and is the one who administers psychological evaluations, intelligence tests, and usually performs the counseling and psychoanalyzing of a patient. A lot of them will usually specialize in a specific area, such as mental illness in general, Trauma cases/PTSD, family counseling, drug dependency, etc.

A Psychiatrist has an MD, and is a physician as well as being trained in mental health. He is the one who diagnoses and administers medication. Some Psychiatrists will also have a PhD, and/or offer therapy if they so choose. Psychiatrists can counsel people as well.
