Depends on how many applicants are applying for admission. They start with non residents because they pay highest tuition fee$, which college desperately need to cover their operation costs. Next are in-state resident Freshmen, who they assume will not transfer out to another university. Here, they arrange by GPA score and score on college entrance exam. If they allocate say 600 spots for freshmen, and 600 applicants scored over 2.8, you’re out of luck. If 599 scored over 2.8, and one applicant had 2.7, you’re in.
