YES you CAN dock CV to CV. You just cannot daisy chain them together, in other words, the ship you want to dock cannot have any vessels docked to IT, Simply place the landing gear in an appropriate place to make it easy for it to connect to the other CV.

You just dock the HV to the SV and then fly the SV. It’s the exact same process as any other docking. You need to be in the HV and touch your docking pads to the SV and let it dock, then get out and get in the SV. Make sure that ownership is set the exact same for all vessels involved.

How to solve the problem of docked ships in orbit?
The only way to possibly solve that is a total change on how vessels are docked (more like Star Citizen where you „store“ a docked vessel in its transporter…or fold it into a container …or… you see, this would mean a „system change“ not only some handling differences.) The HV moving in Orbit is possibly one of the major issues at the moment.
