You can gain a lot of reputation by questing in Gilneas, but that might not be enough for Exalted. You can get the Gilneas Tabard from Lord Candren in Stormwind, and then run dungeons in order to gain reputation with Gilneas. The best dungeon for farming reputation is The Mechanaar in Netherstorm.
