As of 4.0. 6 the only ways to gain goblin reputation is by completing normal quests and killing specific mobs.

Other than a couple of one-time quests, the only way to increase your reputation with the Bloodsail Buccaneers is to unleash your wrath on any citizen of Booty Bay. The best places to do this are Faldir’s Cove and Booty Bay.
Where is steamwheedle Preservation Society on the map?
The Steamwheedle Preservation Society in Nagrand is located in the Ruins of Na’gwa. As the guide suggests it is indeed west of Lok-rath; only a tiny bit west, not far at all. It is almost dead center in the map of Nagrand.

There is a bank here. Horde flightpath to the left of the entrance, Alliance flightpath is behind Everlook.
How do you become friendly with the bloodsail Buccaneers?
To gain Bloodsasil rep, kill Booty Bay Guards, but be warned, you lose rep with ALL goblin cities. The rewards of becoming friendly are a pirate hat. I reccommend that if you do do this, grind the Bloodsail as soon as you finish to get your BB rep back.
Can you get exalted with Bloodsail Buccaneers?
If Bloodsail’s End is not done, do the Booty Bay quest chain and grind Bloodsail Buccaneers to Exalted in phased Booty Bay during Bloodsail’s End. If Bloodsail’s End is done you’ve done all Bloodsail quests. Grind Bloodsail Buccaneers to Exalted in Booty Bay.
How do you grind steamwheedle rep?

- Kill pirates in Tanaris until Gadgetzan hits revered (and stops increasing).
- Kill pirates on the ships south of Booty Bay till Gadgetzan hit exalted.
- Kill pirates in Tanaris until the other three hit exalted.
